How to Design a Website

Begin designing the website with the smallest screen size possible which is normally a smartphone then work yourself up to bigger screen sizes. An added benifit of doing it this way is you web page will look good if the person is using a non-standard device. With smaller screens concentrate on the content as much as possible as that is the reason a person goes to your website to begin with.

Once you get the basic design done then it is relatively easy to change the appearance (design) of the website. Using Grids and Flexbox makes it easy to make changes on the fly compared to doing it the old traditional way. Most current browers support Grids and Flexbox along with Media Queries. Internet Explorer probably doesn't though that is becoming obsolete and there are work arounds if you really need to design for IE.
