  SCSS is not required for this effect, but setting the background color via SCSS you can make changes in just one place.
$background-color: rgb(255,255,255);

body {
    White BG works best, but you could also play with a different color,
    as long as it is light and matches the first text-shadow.
    Without SCSS, you would do something like this:
      background: rgba(255,255,255,1);
  background: rgba($background-color,1); 
.text {
  /* This part is irrelevant set-up stuff */
  font-size: 98pt;
  font-weight: bolder;
  font-family: Impact;
  text-align: center;
  line-height: 80%;
  /* Color of text is irrelevant here just make it fully transparent */
  color: rgba(0,0,0,0); 

       This must be the same as page bg in order for this to work.
       Without SCSS, you would do something like this:
         .05em .05em .05em rgb(255,255,255,.25),
    .05em .05em .05em rgba($background-color,.25), 
      For best result, take the color you want, then 
      make it darker and more saturated so the white 
      shadow above will boost it up to the proper 
      apparent value 
    0 0 0 hsl(0,100%,30%);
  line-height: 1.1;
